I can’t agree with this one, perhaps one could call “all-time world record” a pleonasm, but as there are multiple records that one can set/break. personal, professional, Olympic, world, school/location, etc. , all-time record strikes me as correct.
pleonasm: 1. the use of more words than are necessary to express an idea; redundancy. 2. an instance of this, as free gift or true fact. 3. a redundant word or expression.
